MacFadden is seeking a Financial Systems Analyst to support the United States Coast Guard (USCG) Finance Center (FINCEN) in Chesapeake, VA. The Analyst will be part of a diverse and experienced team providing support within the FINCEN accounting systems branch. The ideal candidate will possess a combination of financial experience, functional and technical experience with Oracle Federal Financials, knowledge of USCG financial systems and business operations, and functional financial systems support experience.

The Analyst will work within the Reconciliations Section as part of a heavily integrated support team providing critical support throughout the FINCEN accounting systems operating environment, with a focus on supporting the Core Accounting System (CAS) and Checkfree. The Analyst will work and interact regularly with other FINCEN team members, personnel in various Divisions, and other personnel or stakeholders within the systems and accounting branches. Activities will center on:


•Routine support to the FINCEN Reconciliations Section to include support for Core Accounting System (CAS) with specific focus on technical support for the Checkfree accounting system.

•Data extraction support (e.g. monitoring, reconciliation, troubleshooting extract procedures) from or between for CAS and Treasury.

•Creation and/or maintenance of routine and ad-hoc Checkfree reports.

•General support for reconciliation, reporting, data extraction and functional and technical user support.

•Utilize a high degree of analytical, problem solving and troubleshooting abilities to research and resolve various problems.

•As part of support provide to stakeholders input and recommendations, ideas for process improvement, and ensure a high level of quality support.

•Ensure compliance with and assist in improvement or development of related policies, standards, and procedures..

Clearance Requirements

•Must be able to obtain a successful USCG Minimum Background Investigation (MBI).

Experience and Knowledge
•Bachelor’s degree in Accounting, Finance or a related discipline with a minimum of 5 years related experience

•Knowledge and/or experience with the USCG Core Accounting System (CAS), Financial Procurement Desktop (FPD), Checkfree and other CAS feeder and interfacing systems.

•Functional knowledge of Oracle Federal Financials (i.e. Oracle E-Business Suite) (release 11 or higher) including all relevant modules.

•Experience with Oracle RDBMS, PL/SQL, and technical aspects of Oracle Federal Financials database tables and strong experience using querying and analysis tools such as Microsoft Excel, Toad, SQL Navigator, and SQL*PLUS.

•Demonstrated experience providing functional financial systems and business operations support in a Federal government setting to include experience providing reconciliation support.

•Ability to operate effectively with and interface across all levels of management and skill, and to operate both in an independent and team member role.

•Possess professional writing skills with ability to author business or technical documents, synthesize and report data, and develop presentations.

Functions as part of the hemodialysis health care team in providing safe and effective dialysis therapy for patients under the direct supervision of a licensed nurse in accordance with FMCNA policies, procedures, and training and in compliance with regulations set forth by the corporation, state, and federal agencies. Responsible for the setup and operation of hemodialysis machines. Assist in the maintenance of a safe and clean working environment. Supports the FMCNA commitment to the Quality Enhancement Program (QEP) and CQI Activities, including those related to patient satisfaction and actively participates in process improvement activities that enhance the likelihood that patients will achieve the FMC Quality Enhancement Goals (QEP).

DUTIES / ACTIVITIES:

CUSTOMER SERVICE:


•Responsible for driving the FMS culture through values and customer service standards.

•Assist other health care members in providing patient specific detailed education regarding adequacy measures where appropriate - Online Clearance Monitoring (OLC), Adequacy Monitoring Program (AMP), Urea Kinetic Modeling (UKM), and regarding disease process/access.

•Welcome assigned patients and inquire as to their wellbeing since their last treatment. Report any complaints or observations to the nurse supervisor.

•Evaluate vascular access for patency and report any unusual findings to nurse supervisor.

•Obtain necessary pre and post treatment vital signs and weight. Report unusual findings to nurse supervisor.

•Perform vascular access evaluation pre-treatment and report unusual findings to nurse supervisor.

•Perform vascular access cannulation and report any difficulties in cannulation or unusual findings to nurse supervisor.

•Perform administration of Heparin as delegated or as allowed by state law.

•Initiate dialysis treatment according to prescribed orders including blood flow (QB) and dialysate flow (QD).

•Evaluate intradialytic problems and provide intervention as prescribed by physician order or as directed.

•Monitor patients’ response to dialysis therapy and report any unusual findings to nurse supervisor.

•Obtain vital signs prior to reinfusion; perform all relevant functions necessary for the discontinuation of treatment - document.

•Discontinue dialysis treatment according to established procedures,

•Evaluate patient prior to termination of venous access - standing & sitting blood pressure.

•Obtain Hemostasis and apply appropriate dressings.

•Evaluate the patient for prior to discharge and report any unusual findings to nurse supervisor.

•Perform and record Pre and Post dialysis evaluation, weight and vital signs with initial identification.

•Responsible for calculating and entry of individual patients’ dialysis machine programming for Ultrafiltration (UF) goal; treatment time; Sodium (Na) modeling; and UF modeling as prescribed.

•Responsible for ensuring appropriate safety alarms are enabled, including Narrow Venous Limits
(NVL) 160.
•Record accurate and timely information regarding vital signs and treatment parameters onto the Hemodialysis Treatment Sheet with initial identification.

•Responsible for accurate documentation of information related to patient treatment including completion of Hemodialysis Treatment Sheet and, if applicable, progress notes.

•Report any significant information and/or change in patient condition directly to the nurse supervisor.

•Observe patient, and conduct machine safety checks according to facility policy. Report any change or unusual findings to the nurse supervisor.

•Perform and document any intervention for unusual patient status and document patients' response to intervention.

•Evaluate patients’ vascular access during treatment including arterial and venous monitoring pressures, provide appropriate intervention as needed, document and report any unusual findings to the nurse supervisor.

•Obtain all prescribed laboratory testing and prepare specimens for collection.


MAINTENANCE/TECHNICAL:


•Maintain environmental integrity and aesthetics - ensure all areas are safe and clean.

•Clean and disinfect dialysis machine surface, chair, equipment, and surrounding area between treatments according to facility policy.

•Conduct all tasks necessary for preparation for dialysis treatment and document where appropriate.

•Perform all required pretreatment dialysis machine alarm testing including Pressure Holding (PHT).

•Initiate Solution Delivery System (SDS) system.

•Ensure that all blood spills are immediately cleaned with appropriate disinfectant according to facility policy.

•Prepare, organize, and efficiently utilize supplies and equipment to prevent wastage.


CLERICAL & ADMINISTRATIVE:


•Complete and document ongoing participation in Continuous Quality Improvement (CQI) activities.

•Enters all treatment data into the designated clinical application accurately and in a timely manner.

•Review treatment sheets for completeness, ensure nursing signatures are documented, and ensure omitted entries are completed or corrected where appropriate.

•Prepare initial patient chart for admission and compile paperwork for appropriate placement in chart.

•Prepare lab requisitions for prescribed or stat Lab specimens according to laboratory destination.

•Collect, label, appropriately prepare and store lab samples according required laboratory specifications.

•Ensure collection of lab specimens by appropriate lab courier.

This position is open to current or laid off employees of the Virginia Department of Juvenile Justice.

Incumbent is responsible for providing intake, regular and intensive probation and parole supervision, counseling, monitoring and case management services to individuals and families with identified needs; maintains appropriate client, family and collateral contacts in compliance with state and local procedures and DJJ standards; prepares addendum, transfer reports and social histories on all assigned cases as ordered by the court or required by DJJ policy and procedures; presents reports to court and provides court coverage and testimony at court hearings, as required; maintains case records and narratives in compliance with DJJ and CSU standards and make all appropriate documentation into state and local data systems; performs assessments, make referrals, sequence services and monitor service delivery of vendors and community agencies; counsels individuals and families in accordance with identified needs using the balanced approach and graduated sanctions; performs on-call intake duties. When needed, incumbent will be assigned to respond to more difficult cases. Incumbent provides leadership role in support of the probation supervisors. Assignments can include coverage as the CSU's representative on the Family Assessment and Planning Team.

CONDITIONS OF EMPLOYMENT: Must possess a valid driver's license. Ability to be mobile in the community and travel throughout the state. Must be flexible; duties may be reassigned as needed and may include transfer to another unit.

Minimum Qualifications
Considerable experience in a VA Court Service Unit in the role of a probation officer. Working knowledge of criminogenic risk factors, developmental assets, BADGE, Motivational Interviewing, and YASI. Ability to identify and utilize community resources, and agency services. Knowledge of evidence based practices. Demonstrated ability to manage time effectively, and work with short deadlines. Demonstrated ability to analyze and solve problems and create consensus. Experience interpreting regulations, guidelines and statutes. Demonstrated ability to communicate effectively with people from all socio-economic groups, races, creeds and religions. Excellent writing and oral communication skills. Basic computer data entry and keyboarding skills are required.

Preferred Qualifications
Preferred qualifications include a bachelor's degree in social work, psychology, criminal justice, or related field with emphasis in a human service discipline; case management in court services or a similar juvenile justice agency; and progressively responsible experience counseling troubled youth and dysfunctional families.
