Definition Full-Time (Salaried) Pay Band 04 Job Description The Virginia Department for the Blind and Vision Impaired (DBVI) is the Commonwealth's agency solely dedicated to empowering individuals who are blind, vision impaired, and deafblind to achieve their maximum level of employment, education, and personal independence. DBVI services include vocational rehabilitation, education, independent living skills, orientation and mobility, deafblind services and a comprehensive statewide low vision program. The agency also operates the Virginia Rehabilitation Center for the Blind and Vision Impaired, (a residential training facility), a Library and Resource Center that provides library services and produces and distributes educational materials in alternative media, the Virginia Industries for the Blind, and the Randolph-Sheppard vending facility program. DBVI employees embody the values of integrity, honesty and teamwork, ensuring respect for customers and supporting personal choice.

The Department for the Blind & Vision Impaired is seeking a qualified professional to determine applicant eligibility for program services, and to plan, develop, implement and manage vocationally focused Individual Plans for Employment for eligible consumers resulting in successful employment outcomes. You will provide vocational rehabilitation services for blind and visually impaired persons, including analysis of diagnostic reports, determination of program eligibility, development of individual rehabilitation programs, job development and placement. Minimum Qualifications *Masters, Specialist, or Doctoral degree in Rehabilitation Counseling (attach transcript to application - transcript must identify college/university, program and graduation date and student's name)

*Current CRC certification or eligibility to sit for CRC (attach copy of certification to application)

*Demonstrated knowledge of theory, principles and practices of rehabilitation counseling; interviewing; evaluation techniques; psycho-social assessment; medical terminology; crisis intervention; conflict resolution; behavioral management; career exploration/development; job placement; case management; rehabilitation/assistive technology, alternative skills and techniques that enhance the independence of blind or visually impaired individuals; tests and measurements, validity, reliability, and statistical procedures; barriers to employment; regional labor market; employment trends; occupational skill requirements; community resources and their eligibility criteria and procedures; diversity factors; economic development resources; job analysis; procurement practices; school to work transition; Social Security Administration guidelines and work incentives; and the Americans with Disability Act.

*Demonstrated skills to arrange for and interpret diagnostic evaluations; apply counseling theories and principles; apply program, agency, and state policies and procedures; and use interpersonal and communication skills to establish effective relationships with clients, the public and agency staff.

*Demonstrated ability to manage a caseload; meet multi-tasked job demands; represent the agency in a variety of settings; function without close daily supervision; set own daily schedule; integrate and effectively use various large sets of data (demographic, medical, occupational); and effectively make presentations to groups.
